I have lived at Bluegrass Manor with my wife for a little over two years and I've been a professional carpenter for over 30 years. There are many issues you would expect with these older buildings. But many here are just unacceptable. Old inefficient air conditioners, poorly repaired and maintained drywall, cheap vinyl flooring installed directly over tile, old appliances and improperly and dangerously installed gas stoves, poorly maintained plumbing fixtures and leaking toilets. The list goes on and on.
Most of these issues I've had to deal with myself because there are only two maintenance people employed by Fath Properties to maintain not only the dozen or so buildings in this complex, but every Fath owned apartment complex in the tri-state area.
None of the maintenance people are specialists in anything. On several occasions I've had to correct their repair mistakes ~ even while they were still working ~ because they are just not qualified for this type of work. Their idea is to cover up the problem and move on to the next. It's not entirely the maintenance staff's fault. They are overworked and under trained and the management refuses to hire qualified workers and pay them a reasonable salary.
It took 3 months of arguing with the manager to repair two water damaged areas of drywall ceiling that I told them would soon fall in. The one in the bathroom finally did and they were forced to take action. The resulting repair work was deplorable. Every seam was visible, it sagged and the ceiling texture was not even a close match. They didn't even bother to come back and paint to match the rest of the ceiling.
It took over a year and four return visits to replace the leaking wax rings under BOTH toilets. After the repairs, both toilets still wobbled because the mounting bolts were not tightened properly, neither toilet was caulked around the floor and one still leaks and allows sewer gas into our apartment.
The latest problem we've had and the one that made us report them to the BBB and Howard Ain Troubleshooter of channel 12 is with a policy change. Our original lease provided us with free water and heat. A Utility Addendum in our lease allowed Fath Properties to start charging us for water. This would ordinarily not be a problem if it weren't for the fact that there is only ONE water meter per building that supplies water to 16 units. And for some unknown reason, the management AND Fath Properties does not understand that you can't fairly split the cost of one buildings water consumption 16 ways. We along with all the other tenants are now paying an average of over $50. a month for water. That is almost double what we used to pay when we owned a 3-bedroom house with our son still living with us.
We went back and forth with the BBB until the case was deemed, Unresolvable", and still is. And Howard Ain told us that the vague wording in the Utility Addendum allows them free reign to do nearly anything they like with the water bill. The worst part is we get no itemized list within the water bill that tells us our exact water usage. So we must take their word for the amount on the invoice. Think about the potential for fraud here. They can put basically any amount they like on the bill and we have no way of knowing if it is accurate.
My advice is to read as many apartment reviews as you can before you decide on any Fath Properties Apartments. If you do decide to move here, make a detailed list of EVERY repair needed no matter how minor it may seem and get management to agree they will fix them in a timely manner. Ask questions about billing and maintenance and get everything in writing. If they won't agree on your terms, move on to the next apartment complex. And good luck.

Another issue arose today. When I shut the door behind me in the full bathroom, I noticed the mirror above the sink bounced back and forth as if moved by an air current. Sure enough, when I removed the mirror, there were three massive holes in the drywall exposing the insulation and framing behind the wall. The three holes ~ the largest being 6" x 14" ~ equaled over 100 square inches of void. This was bad enough, any form of insect could easily get into our apartment, including mice.
Upon further inspection I also noticed several runs of electrical wiring were laying loose in the wall. Code calls for electric lines to be stapled at regular intervals along a stud. One electrical line was actually laying directly on the copper drain pipe running through the wall, also against code. If a portion of the insulation were to be nicked or worn away, the entire plumbing system would become electrified. Also, the drain pipe with the wire touching had a hole in the back side over an inch in diameter that had been repaired with plumbers putty ~ a pliable compound like clay that hardens over time. This is OK for small holes and cracks under 1/4". But not for a hole of this size because it is very brittle when it hardens. This material crumbled away when I touched it. This is just another example of how little Fath Properties and Bluegrass Manor care about the safety and comfort of its tenants.
